Lucknow: (high-level meeting) The Chief Minister held a high-level meeting against drug trafficking at his official residence today. In this meeting, the work being done in various areas including police, fire, and women's safety was reviewed. He said that Uttar Pradesh shares its border with the nation of Nepal and Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar, and Delhi. Border management is a significant subject from the point of view of development and security. Young, visionary, and energetic officers should be deployed in the district administration including police stations, tehsils, and development blocks in the border districts of the state. There should be adequate human resource availability in all departments.

लखनऊ: (high level meeting) मुख्यमंत्री ने आज अपने सरकारी आवास पर नशीले पदार्थों की तस्करी के विरुद्ध एक उच्चस्तरीय बैठक की। इस बैठक में पुलिस, अग्निशमन, महिला सुरक्षा सहित विभिन्न क्षेत्रों में किये जा रहे कार्यों की समीक्षा की। उन्होंने कहा कि, उत्तर प्रदेश, नेपाल राष्ट्र के साथ-साथ उत्तराखण्ड, हिमाचल प्रदेश, हरियाणा, राजस्थान, मध्य प्रदेश, छत्तीसगढ़, झारखण्ड, बिहार और दिल्ली से अपनी सीमा साझा करता है। विकास और सुरक्षा की दृष्टि से सीमा प्रबन्धन अत्यन्त महत्वपूर्ण विषय है। प्रदेश के सीमावर्ती ज़िलों में थाना, तहसील, विकास खण्ड सहित ज़िला प्रशासन में युवा, विज़नरी और ऊर्जावान अधिकारियों की तैनाती की जाए। यहां सभी विभागों में पर्याप्त मानव संसाधन की उपलब्धता रहे।

Vigilance and intelligence will have to be improved in these sensitive districts. Vigilance should be increased on the inter-state and international borders of the state. Along with the Home Department, the Urban Development and Rural Development Department will also have to cooperate in this campaign. Strictest action should be ensured against the drug mafia with better coordination.
नशीले पदार्थों की तस्करी के विरुद्ध अभियान को और तेज़ करने की आवश्यकता
बैठक में मुख्यमंत्री योगी ने कहा कि, प्रदेश में मादक पदार्थों के अवैध कारोबार, ख़रीद-फ़रोख़्त और नशीले पदार्थों की तस्करी के विरुद्ध अभियान को और तेज़ करने की आवश्यकता है। इस दृष्टि से संवेदनशील ज़िलों में सतर्कता और इण्टेलिजेंस को बेहतर करना होगा। प्रदेश की अन्तर्राज्यीय व अन्तर्राष्ट्रीय सीमा पर चौकसी बढ़ाई जाए। गृह विभाग के साथ-साथ नगर विकास व ग्राम्य विकास विभाग को भी इस अभियान में सहयोग करना होगा। बेहतर समन्वय के साथ ड्रग माफ़िया के ख़िलाफ़ कठोरतम कार्रवाई सुनिश्चित की जाए।
The needy must get the benefits of government schemes - Chief Minister
In all the border districts, 100% saturation of beneficiary schemes of the Central and State Governments should be ensured. All the eligible needy must get the benefits of government schemes. The progress of the schemes in these districts should be reviewed separately. In the border districts, there is movement from the neighboring states/nations. It is necessary that the behavior of the administration here is cooperative. These districts should have mandis, shopping complexes, malls, good schools, and better transport arrangements. Planned efforts should be made in this direction.
ज़रूरतमंदों को सरकार की योजनाओं का लाभ ज़रूर मिले - मुख्यमंत्री
सभी सीमावर्ती जनपदों में केन्द्र व राज्य सरकार की लाभार्थीपरक योजनाओं का 100 प्रतिशत संतृप्तिकरण सुनिश्चित किया जाए। सभी पात्र ज़रूरतमंदों को सरकार की योजनाओं का लाभ ज़रूर मिले। इन ज़िलों में योजनाओं की प्रगति की अलग से समीक्षा की जानी चाहिए। सीमावर्ती जनपदों में समीपवर्ती राज्यों/राष्ट्र से आवागमन होता रहता है। यह आवश्यक है कि, यहां प्रशासन का व्यवहार सहयोगपूर्ण हो। इन ज़िलों में मण्डी, शॉपिंग कॉम्प्लेक्स, मॉल, अच्छे स्कूल, बेहतर परिवहन की व्यवस्था होनी चाहिए। इस दिशा में नियोजित प्रयास किये जाएं।

The work of the UP State Institute of Forensic Sciences (FSL) under construction in Lucknow is expected to accelerate. In collaboration with the National Forensic University located in Gandhinagar, Gujarat, certificate, diploma, and degree courses should be prepared here.
सर्टिफ़िकेट, डिप्लोमा व डिग्री पाठ्यक्रम तैयार कराये जाएं-मुख्यमंत्री
सीमावर्ती जनपदों में प्रदेश पुलिस की एस0एस0बी0 के दल के साथ ज्वॉइण्ट पेट्रोलिंग कराई जाए। सीमा सुरक्षा बल (SSB) के साथ बेहतर समन्वय बनाये रखें। आज के दौर में साइबर सिक्योरिटी महत्वपूर्ण विषय है। पुलिस परिक्षेत्र के बाद अब प्रदेश के हर जनपद में एक साइबर क्राइम थाने की स्थापना की आवश्यकता है। इस सम्बन्ध में यथाशीघ्र विस्तृत कार्ययोजना तैयार कर प्रस्तुत की जाए। लखनऊ में निर्माणाधीन उ0प्र0 स्टेट इंस्टीट्यूट ऑफ फॉरेंसिक साइंसेज (FSL) के कार्य में तेज़ी की अपेक्षा है। गांधीनगर, गुजरात स्थित नेशनल फॉरेंसिक यूनिवर्सिटी (National Forensic Sciences University) के सहयोग से यहां के लिए सर्टिफ़िकेट, डिप्लोमा व डिग्री पाठ्यक्रम तैयार कराये जाएं।

Along with this, the Fire Act should be further improved by adopting other necessary changes. The 'Safe City Project' is proving to be very useful in fulfilling the resolve of women's safety, respect, and self-reliance. Through this project, Modern Control Room under Lucknow Police Commissionerate, Pink Police Booth, Asha Jyoti Kendra, CCTV cameras, help desk in women's police stations, panic buttons in buses, and other security measures have been helped in the implementation of this project. Home, Urban Development, Housing, Institutional Finance, and State Tax Departments should prepare an action plan for making security arrangements like CCTV cameras, pink toilets, panic buttons in buses, etc. in all public places through public cooperation.

अग्निशमन अनापत्ति प्रमाण-पत्र जारी करने की व्यवस्था को और व्यावहारिक बनाए जाने के लिए इसमें बदलाव की आवश्यकता है। इसके साथ-साथ अन्य आवश्यक बदलावों को अंगीकार करते हुए फायर एक्ट को और बेहतर बनाया जाना चाहिए। महिला सुरक्षा, सम्मान व स्वावलम्बन के संकल्प की पूर्ति में ‘सेफ सिटी परियोजना’ अत्यन्त उपयोगी सिद्ध हो रही है। प्रदेश में इस परियोजना के माध्यम से लखनऊ पुलिस कमिश्नरेट के अन्तर्गत मॉडर्न कंट्रोल रूम, पिंक पुलिस बूथ, आशा ज्योति केन्द्र, सी0सी0टी0वी0 कैमरे, महिला थानों में हेल्प डेस्क, बसों में पैनिक बटन व अन्य सुरक्षा उपायों को लागू करने में सहायता मिली है। गृह, नगर विकास, आवास, संस्थागत वित्त और राज्य कर विभाग परस्पर बैठक कर जनसहयोग के माध्यम से सभी सार्वजनिक स्थानों पर सी0सी0टी0वी0 कैमरे, पिंक टॉयलेट, बसों में पैनिक बटन आदि सुरक्षा प्रबंध करने की कार्ययोजना तैयार करें।
