Strict compliance of safety standards in the process of demolition of Twin Towers – CM Yogi

Uttar Pradesh Chief Minister Yogi Adityanath has given instructions to ensure strict compliance of safety standards in the process of demolition of Twin Towers of Supertech in Noida. Reviewing the preparations for the demolition, the Chief Minister said that the safety of the people residing in the adjoining residential complex should be ensured in the entire process of demolition of the towers. Along with this, environmental standards should also be taken care of. The Chief Minister has also directed for strictest action against the culprits of this one and a half decade old case.

मुख्यमंत्री योगी आदित्यनाथ ने नोएडा में सुपरटेक के ट्विन टावर्स के ध्वस्तीकरण की प्रक्रिया में सुरक्षा मानकों का कड़ाई से अनुपालन सुनिश्चित करने के निर्देश दिए हैं। ध्वस्तीकरण की तैयारियों की समीक्षा करते हुए मुख्यमंत्री ने कहा कि टावर्स ध्वस्त करने की पूरी प्रक्रिया में आस-पास के आवासीय परिसर में निवासरत लोगों की सुरक्षा हर हाल में सुनिश्चित की जाए। इसके साथ-साथ ही, पर्यावरण के मानकों का भी ध्यान रखा जाए। मुख्यमंत्री ने डेढ़ दशक पुराने इस मामले के दोषियों के खिलाफ कठोरतम कार्रवाई के निर्देश भी दिए हैं।

After the Chief Minister's review, the Infrastructure and Industrial Development Commissioner Arvind Kumar has issued detailed guidelines. He informed that, "The preparations for the demolition of Twin Towers scheduled for the next 28th August have been completed. 660 buildings of Emerald Court located near Twin Towers and 762 buildings of ATS Village will be evacuated on 28th August at 07 am. Emerald Alternate parking arrangement for vehicles of Court and ATS Village Society and security of gardens will be done. According to the intention of the Chief Minister, during the demolition, traffic on the roads around the Twin Towers will be restricted. The Noida-Greater Noida Expressway will be closed for half an hour for safety at the time of demolition.

मुख्यमंत्री की समीक्षा के बाद अवस्थापना एवं औद्योगिक विकास आयुक्त अरविन्द कुमार ने विस्तृत दिशा-निर्देश जारी किये हैं। उन्होंने बताया कि, "आग़ामी 28 अगस्त को निर्धारित Twin Towers के ध्वस्तीकरण की तैयारियां पूरी कर ली गई हैं। Twin Towers के निकट स्थित एमराल्ड कोर्ट के 660 भवन और एटीएस विलेज के 762 भवन 28 अगस्त को सुबह 07 बजे खाली करा लिये जाएंगे। एमराल्ड कोर्ट और एटीएस विलेज सोसाइटी के वाहनों की वैकल्पिक पार्किंग व्यवस्था और बाग-बगीचों की सुरक्षा की जाएगी। मुख्यमंत्री जी की मंशा के अनुरूप ध्वस्तीकरण के दौरान ट्विन टावर्स के चारों ओर की सड़कों पर आवागमन प्रतिबंधित रखा जाएगा। ध्वस्तीकरण के समय सुरक्षा के दृष्टिगत नोएडा-ग्रेटर नोएडा एक्सप्रेस-वे आधा घंटे बंद होगा।"

M/s Edifice Engineering Agency of Mumbai has been selected in collaboration with CSIR- CBRI for the demolition of Twin Towers. The agency has also demolished a 20-storey multi-storied building in Cochin in the past. Water fall implosion technique will be used for the demolition. This technique is used for planned demolition. This allows the building to be dropped in the desired direction as per the design. Last April 10, a test blast was also done, Based on the results of which, revision of the blast design and investigation of the revised design from CBRI was done.

ट्विन टावर्स को ध्वस्त किए जाने के लिए सी0एस0आई0आर0- सी0बी0आर0आई0 के सहयोग से मुम्बई की मे0 एडिफाइस इंजीनियरिंग एजेन्सी का चयन किया गया है। एजेन्सी ने पूर्व में कोचीन में भी एक 20 मंजिला बहुखण्डीय भवन का ध्वस्तीकरण किया है। ध्वस्तीकरण के लिए वॉटर फॉल इम्प्लोजन तकनीक का इस्तेमाल किया जाएगा। यह तकनीक नियोजित ध्वस्तीकरण हेतु उपयोग में लायी जाती है। इससे डिजाइन के अनुसार वांछित दिशा में भवन को गिराया जा सकता है। विगत 10 अप्रैल को एक टेस्ट ब्लास्ट भी किया गया था, जिसके नतीजों के आधार पर ब्लास्ट डिजाइन का संशोधन किया गया तथा सी0बी0आर0आई0 से संशोधित डिजाइन की जांच कराई गई।

About 3700 kg of explosive material was stored to demolish the Twin Towers. Explosive material has been placed in both the towers by drilling 9600 holes and now they are being charged. The demolition will be done on August 28, 2022 at 2.30 pm. With the push of a button, both towers will be demolished on the road side, away from the Emerald Tower and ATS Village Tower, in 12 seconds.

ट्विन टावर्स को ध्वस्त करने के लिए लगभग 3700 किलोग्राम विस्फोटक सामग्री को स्टोर किया गया। दोनों टावर्स में 9600 छेद करते हुए इनमें विस्फोटक सामग्री को रखा जा चुका है और अब इन्हें चार्ज किया जा रहा है। ध्वस्तीकरण 28 अगस्त, 2022 को अपराह्न ढाई बजे सम्पादित किया जाएगा। एक बटन दबाने से दोनों टावर्स 12 सेकेण्ड में, एमराल्ड टावर तथा एटीएस विलेज टावर से दूर, सड़क की ओर ध्वस्त हो जाएंगे।

The demolition agency has prepared C&D Waste Management Plan for disposal of debris arising out of demolition. About 80,000 tones of debris will be generated as a result of the demolition. Steel and concrete will be separated from the rubble on site. About 50,000 tones of debris will be accommodated in 02 basements of the Twin Towers. The remaining 30,000 tones of debris will be processed scientifically and converted into tiles etc. at the C&D plant built in Noida. As per the prescribed plan, this entire process of disposal of debris will be completed in the next three months.

ध्वस्तीकरण से उत्पन्न होने वाले मलबे के निस्तारण के लिए ध्वस्तीकरण एजेंसी ने सी0 एण्ड डी0 वेस्ट मैनेजमेंट प्लान तैयार किया है। ध्वस्तीरकण के फलस्वरूप लगभग 80,000 टन मलबा उत्पन्न होगा। मलबे से स्टील व कंक्रीट को स्थल पर ही अलग किया जाएगा। करीब 50,000 टन मलबा ट्विन टावर्स के 02 बेसमेंट में समायोजित हो जाएगा। शेष 30,000 टन मलबे को नोएडा में निर्मित सी0 एण्ड डी0 प्लांट में वैज्ञानिक तरीक़े से प्रोसेस कर उसे टाइल्स आदि में परिवर्तित किया जाएगा। निर्धारित योजना के अनुसार मलबे के निस्तारण की यह पूरी कार्यवाही अगले 03 माह में पूरी कर ली जाएगी।

The Chief Minister has also directed to take care of the environmental challenges in view of the demolition of Twin Towers. In such a situation, equipment will be installed at 06 places by the Uttar Pradesh Pollution Control Board to check the air quality after demolition. Water tankers, sprinklers and smog guns will be used to clear the dust generated as a result of demolition. Sweeping machines will also be installed for the road coming within a radius of about 02 km, along with other sweepers will also be deployed. 12 meters high geo fiber cloth will be used to protect the Emerald Tower and ATS Village from the dust generated during segregation of debris resulting from the demolition.

मुख्यमंत्री ने ट्विन टावर्स के ध्वस्तीकरण के दृष्टिगत पर्यावरणीय चुनौतियों का भी ध्यान रखने के निर्देश दिए हैं। ऐसे में ध्वस्तीकरण के बाद वायु गुणवत्ता की जांच के लिए उत्तर प्रदेश प्रदूषण नियंत्रण बोर्ड द्वारा 06 जगहों पर उपकरण लगाए जाएंगे। ध्वस्तीकरण के फलस्वरूप उत्पन्न होने वाली धूल को साफ करने के लिए वॉटर टैंकर, स्प्रिंकलर तथा स्मॉग गन का उपयोग किया जाएगा। लगभग 02 किलोमीटर के दायरे में आने वाली सड़क के लिए स्वीपिंग मशीन भी लगाई जाएगी साथ ही अन्य सफाई कर्मी भी तैनात होंगे। ध्वस्तीकरण से उत्पन्न मलबे के सेग्रीगेशन के दौरान पैदा होने वाली धूल से एमेरल्ड टावर और एटीएस विलेज को बचाने के लिए 12 मीटर ऊंचे जियो फाइबर क्लॉथ का उपयोग होगा।

After the order of the Supreme Court in the Twin Towers case, the Chief Minister got the matter investigated thoroughly between 2004 and 2014. As per the instructions of the Chief Minister, in September 2021, a 4-member inquiry committee was constituted under the chairmanship of the Infrastructure and Industrial Development Commissioner. Based on the report of the inquiry committee, action has been taken against 26 officers/employees involved in the case, director and architect of Supertech Ltd.

ट्विन टावर्स प्रकरण में मा0 सर्वाेच्च न्यायालय का आदेश आने के बाद मुख्यमंत्री जी ने वर्ष 2004 से 2014 के मध्य के इस मामले की गहन जांच कराई। मुख्यमंत्री के निर्देशों के क्रम में सितम्बर, 2021 में अवस्थापना एवं औद्योगिक विकास आयुक्त की अध्यक्षता में 04 सदस्यीय जांच समिति गठित की गई। जांच समिति की रिपोर्ट के आधार पर प्रकरण में संलिप्त 26 अधिकारियों/कर्मचारियों, सुपरटैक लि0 के निदेशक एवं वास्तुविद के विरुद्ध कार्रवाई की गई है।

An FIR was lodged by the Noida Authority in October, 2021 at Vigilance Establishment, Lucknow against the officials involved in the Authority, the Director of Supertech Limited and the Architect. Along with this, a suit was also filed by the Authority in the District Court Gautam Budh Nagar for prosecution proceedings against the Authority personnel and M/s Supertech Limited. Disciplinary action has also been initiated against them by suspending 04 such officers involved in the case, who were currently working in different authorities.

नोएडा प्राधिकरण द्वारा अक्टूबर, 2021 में सतर्कता अधिष्ठान, लखनऊ में प्राधिकरण के संलिप्त अधिकारियों, Supertech Limited के निदेशक तथा आर्किटेक्ट के खिलाफ एफ0आई0आर0 दर्ज कराई गई। साथ ही, प्राधिकरण द्वारा जिला न्यायालय गौतमबुद्धनगर में प्राधिकरण कर्मियों तथा मेसर्स सुपरटैक लिमिटेड के विरुद्ध अभियोजन की कार्यवाही के लिए वाद भी दाखिल किया गया। मामले में संलिप्त ऐसे 04 अधिकारी, जो वर्तमान में अलग-अलग प्राधिकरणों में कार्यरत थे, को निलम्बित करते हुए शासन द्वारा उनके विरुद्ध अनुशासनात्मक कार्रवाई भी शुरू कर दी गई है।
